The original plan before this announcement was that getting to level 80 would give you enough hero points that you could have multiple builds, just not literally every skill and trait unlocked. Obviously there's some wiggle room there, but at the bare minimum that's 3 specializations plus change, and a good number of skills.
Unless all you do is raids, or all you do is fractals, if you play the zones, you'll have the hero points. If you play WvW, you'll have the currency to buy the hero points. Of you spent 2 hours with a train (and I can do this solo on any class, so you know, in about the same amount of time) and unlock an elite spec.
depends on which content you stumble into. if you stay open world there shouldnt be any problems. some hero points could be too hard for new player or some meta events can hit hard, but nothing impossible still :p dungeons only arah is not that easy the others are fun and easy to discover. fractals as well, for raids and strikes you could need some instructions and help to form a squad ^^ if
If you use Blishhud, definitely check for the HP train markers pack to guide you ingame. Go into the Looking for Group menu and look in Heart of Thorns and Path of Fire section for someone hosting a Hero Point Train (HP Train). Those hero points will give you 10 points each and you can unlock one elite specialization per zone after following

The hero point max amount is limited per character and cannot be shared among characters. Just leveling to 80 gives you the exact amount to max every core specialization. The remaining ones come from hero challenges in pve and a few in wvw. Getting them all will give you more than enough for the elite specialization.
Characters advance through the game by leveling up. Each new character starts at level 1, and is rewarded experience for participating in various activities and completing objectives.
